I have a problem with a current website I'm working on. Basically I don't want to change the resolution dynamically. I want to set a resolution and stick with it no matter what the user's resolution is. But when I try this, the site goes wild.

Here the example:
www.mym2webdesign.com/ca

Is there an easier way to fix this? Or would I have to start from ground up again?

Thanks!

Please see the FAQ entry For what screen size should I write?

In your example, part of your content is centered, part is aligned to the left edge of the browser display area, and part is aligned to the right edge of the browser display area. They'll line up the way you expect at only one size of browser display area.
