Interactive map Options

Hello! I have created an interactive map - Romania - (every region scale out when you are with the mouse over it and come back after your mouse is out) with SVG elements. I put the colors for every region (as you can see in the photo) and I am trying very hard to find a way to put the according names to every region. (In the photo the names are shown because I added them later but in the code, they are not added). Also, after I will find a way to add them, I want them to scale out at the same time with the region they belong in.
After I will solve the problem with the names I want to make the regions clickable to redirect to an URL.

From here you can download the code because it is too long to insert here because of the path of SVG files.

Any advice will help me. Thank you very much in advance! I am struggling with it for the last 2 days.
