I can't seem to get the footer to "stick" as well as have the page have a minimum height, and also have the content div be 100% (which it needs to be for visual reasons)

You could maybe use min-height backed up by height for older IE (IE traditionally treats height as min-height anyway and expands the height if there's more content. Hopefully i remember right - that 7 and 8 understand min and max).
