I'm getting ready to design a site and in one of the many books I just read I think it was mentioned that tables would become obsolete at some point in the future. I know that CSS is not available in older browsers.

At this time, is it recommended to use CSS or tables for the layout?

Tables aren't becoming obsolete - they will always serve their purpose for tabulated data. They were never meant to be used for layouts, that's all.

I recommend you use CSS, and as for it not being available on older browsers, so long as the page structurally makes sense without CSS, you'll be fine.
