I have seen on some websites that the background colour can fade as the it goes down the page eg it can start off dark blue at the top and gradually become light blue at the bottom, how is this done is there code for it or does it have to be done in a website design programme like dreamweaver or something

Those are probably made with a gradient background image. Have you looked in the sources (html and css) of such sites? Or give us an url?

http://www.impeachwi.org/home.html has fading background (in Website rewiev he posted some question). Maybe you can find something if you choose view Page source...
