Can I create a dropdown list, in which the options are acronyms or are anchored to another spot on the same page, if so could i do all 3?

You can't with HTML, but you can with scripting.

Do you perhaps mean using forms for pull-down navigation menus to a named anchor?

This might be possible with javascript, though it's not recommended. I don't think you can use the form directly for navigation in this case, since that would produce a query string for each OPTION value ("?foo=bar" rather than a "#foo").

Perhaps, but <acronym>TLA</acronym> is an inline element, and isn't allowed inside an option element.
