I am a bit rusty on my CSS and would be obliged for some guidance on the following matter:

I am desiging a Web page (nothing to show you yet) and want a banner header across the top, wih he rest of the page essentially blank.
My daughter, a graphic designer, has designed the banner for me.
What width should the original be?

I don't know whether to ask her to make it 800 px wide, for older screens or 1024, or 1280 px for the latest LCD screens

I would be obliged i f you could point me in the right direction.

One practical way is to divide the header graphics into a relatively small inline image for the important parts (or use two such images floated left and right), and use a background to fill out the rest (if the background is too long it will be cropped, if too short it might be allowed to tile). But this depends very much on the nature of the graphic.
