In Edge, the navigation appears as I want it (inline), but in Chrome it does not.

Any ideas?

Afraid it looks the same with every browser for me. Except FF on Android. In that browser the top nav breaks in two lines. Is that what you talk about, what happens in Chrome for you? And on what platform do you see it?
