What is the best method to set up a first time user page that is only displayed the first time a visitor visits the page?

Is there a particular reason why you'd want to do this?

A common approach is to create a content-free welcome page, with just a link to the real main page of the site. Anyone who just enters the site's name (e.g., www.example.com) will see the content-free welcome page. Most bookmarks and search engines will refer to one of the interior pages with content.

I guess you'd have to use cookies to (try to) decide who has already seen the splash page and who hasn't.
