I have been asked to design a site similar to: paramore.net. This site has background images or rows that seem to have an unlimited span in the background. If you notice on paramore.net, the background header, body and footer has unlimited spanning rows and/or images. How can I achieve this?

If you go to paramore.net and zoom out CTRL - or COMMAND - on a Mac, you'll notice that the site page itself appears to be about 1200px wide, but the background has black and white rows that seem to span mutually exclusive from the page. Is that just a really large image or is it achieved in html/css? How can I achieve...

On that site I suspect it's just individual styling of the different page sections (note how the Video section is higher than the rest).

There are several ways to do it in CSS, but you need to consider the page content as well. For example, what should happen if a page section is too short for its content? The easiest outcome should be to simply allow the section height to expand.

The actual CSS rules depend on your HTML structure, which in turn depends on your content...
