I want to begin and <ol> with the first item numbered "3" and then continue from there. Is that possible? If so, how do I do it?

P.S. What I have in mind is something that would look like this:

3. this is a list item
4. this is another list item
5. this is the final list item

You can use <ol start="3"> or <li value="3"> (both of which are deprecated), or you could try CSS counters and numbering. But it sounds like the numbering is more than a cosmetic detail, in which case the best approach may be to include the numbers in the content somehow.
