 web page won't align to top, html |

For the life of me, I can't figure out why my web page is getting pushed down about 50 pixels from the top of the browser. Anyway, you could look at this and see why? thanks for any ideas!

Tried inserting it into CSS, but it only added more border around page, Yikes!
