Footer Pictures Options

I need some help with something, I am trying to do this with a site I use on wordpress. So I'm not sure how I would do that, or which file to edit in php through wordpress, so if you have any knowledge of that, it would be appreciated.

If you scroll down to the very bottom, you'll see two pictures..maybe in the footer, im not sure. But they are at the very bottom of the page and you scroll over them and then they glow. They are also clickable. How would I go about doing this on wordpress, or even without wordpress, how would i do this?

Looks like they do it by swopping background image with CSS (just looked at the HTML). But you could do it with any roll-over technique. Just swap a darkened/blurred/desaturated copy of the image for the original one onmousover or :hover.

Thanks! Is anyone familiar with wordpress and can tell me where to put it? There are lots of .php files that I have no clue how to deal with.
