How would I create a poll to ask people to rate something on a scale of 0 to 10, and then have the results be an average and update with each rating? What code would you use?

Thanks for any help, I am new to web design!

You need server side programming for this. There are ready-made scripts to be found and also services (you use their code but everything runs on their server). There are categories for both at for example http://hotscripts.com.
