I would like to redirect my old domain to my new domain.

I'm using network solutions for a host, and I haven't assigned my old domain to my web hosting package yet because I have forwarding set up to the new domain, and I want to make sure I have the right code before I end the forwarding and transfer the domain.

In my .htaccess file my code is:

html>redirect 301 / http://www.samcowholesalesales.com/ </html>

Is that all there is to it?

Right now since I haven't assigned a Domain, you can view the site at http://035e970.netsolhost.com/
When you go to it, it returns an internal server error. Is that because I have the redirect file but have not assigned a domain?

Do you have that exact line in your .htacces, with the HTML bits? If so, that's probably the reason for the server error. They shouldn't be there. Any incorrectness in a .htaccess file will have that result.
