I have an idea for a website but am not sure on where to begin with the research. What I essentially want is for people to be able to post a blurb or text. Then people can read it and give it a thumbs up, or a thumbs down. We have all seen this kind of thing all over the net, but it would need to be secure. So that one person can only vote one time for a certain amount of time.

The only way that I can think of doing this would be to record the MAC address of the voters and add them to a database.

Would that be the best way to filter this out?

Also, where do I begin to look at allowing postings, not like a forum but more like Twitter or fmylife.com
