is it possible for link on a webpage to display an .xls or .doc file in another window, or .pdf form?

My browsers will open MS Office documents in an OpenOffice window. There is nothing you can do to change that.

There is software that will save MS Office documents in PDF form, but HTML can't do that. HTML can't "do" anything. It's just markup, not a programming language.
