I was just wondering how I would go about making items overlap one another when the window is resized.

If you visit simplemachines.org and resize the window, you'll know what I mean.

Could I do this with CSS? HTML?

I don't see much overlapping. Do you mean that the login form goes over the logo? The logo is probably a background image.

Yes, I get that, but all the images squash over each other as well.

Still don't see that. Do you mean the nav thing in the top right corner? Downloads, Features and so on with icons? They don't overlap either. They just shrink. The icons are also background images.

But never mind. If you really want overlapping CSS positioning will do it for you.
