I'm not quite sure how hard you'd consider it, but since my computer-y dad can't figure it out, I thought I'd ask for help here.

My goal is to have a code [like the one below] show up in my html script. This way, I can have a very simple default code for every page in the website I'm making.
This code [yea, I know...] was found in the source code of Neopets.
CODE
<link rel="stylesheet" type="text/css" href="http://images.neopets.com/css/default.css?v=1">

So do you think you can help? I'm going to try a few things myself, but I seriously doubt I'll get it. If you need a more detailed description of what I'm asking, then just say so. Any and all help is appreciated.

A linked style sheet? What is the problem then? What doesn't work?

If you mean are trying to use NeoPets' style sheet and it doesn't work, it could be because
a) they don't like that and don't let you use it from another domain.
b) their selectors don't match anything in your HTML so nothing happens.
