How can I make a Forum with HTML or dreamweaver 8?

Simple answer: you can't.
A forum has to be a server script, written in a programming language (PHP, Perl, etc). HTML is a markup language, Dreamweaver is a "WYSINAALWEES" web page creating program that generates HTML - neither can "create a forum".
Perhaps you want to install a forum script such as PHPBBS (and many others)?
