Most likely it's already using HTML, but please post a link to it so we can look.
The best approach IMO is to make the basic content and functionality with HTML, then decorate this structure with CSS. See
http://htmlhelp.com/faq/html/docs.html#about-html and

the link is www.speedwayrc.com
Which redirects to
http://www.freewebs.com/bourney2006/You might want to start by getting real hosting for your speedwayrc.com domain, rather than just redirecting to a free site.

i am getting a real host, just waiting for someone to get back to me, the free hosting was only temporary so can that be used for HTML or not?

Sure, go ahead and use the free space as a sandbox. You are completely free to do that.

i just downloaded a text editor (which lets you put HTML in) and learnt a lot off that, but what im thinking is is there any point in learning HTML? because you just enter you text in the box with no need for all the HTML stuff or is that just on free hosting? also is there anything else that HTML can do? except writing

HTML is what all sites are based on. The only exception is sites made entirely in Flash, but that's neither user- nor search engine friendly.
I recommend that you don't use MS Word since it produces horrible code. The best way is to learn HTML (this site contains good references) and code in a plain text editor.

Why? If you think writing formatted text in Word and then save as HTML is a good idea - it isn't.

Lots. But you need to use HTML.

That depends on what you mean by "create a nav bar".
