Full Version: Decorative borders around a table?

I'm looking for a way to slim down a particular page so there's not too many images to load. Instead of doing a big graphic for a header, I'm trying to use code. I've come up with a table with a few small gifs to create a border:

The problem is that in IE the top row is larger that I want it. It displays perfectly in firefox.

My first question is: how do I make rows and columns display the size I want them to?

My larger question is: is there any better way to create a decorative border without using too may big images?

Also, the absence of a doctype guarantees browsers are in quirks mode, which may cause other display discrepancies.
