Hello i was wondering if there is such thing as a program that can read a form i built and then spit out the database and processing code based off that.

No, because the form only shows the syntactic form of the arguments supplied. It can't decide how you want to store them. (This is called "Database design", and at a high level it's a black art; but at a simple level it isn't difficult, if you can think clearly.)
