I was able to figure out the alignment problem, which has led to my only remaining issue...

WEBPAGE

I'm trying to figure out how to set up a strectching graphic (the left hand blue border - rev2_21.gif) to size itslef to the appropriate size as the length of text expands.

A common approach is to use a tiling (repeating) background image.

That would be a possible solution... where would I place the code for it?

Thought: I'm also thinking that if I set the text area and right border graphic with a rowspan of 2 that might work as well.

If it helps, I've taken a screenshot of the applicable gif that I want to stretch and where it's placed

Tiling background images can be specified in CSS, see http://htmlhelp.com/reference/css/color-ba...und-repeat.html.
