I'm trying to create an offline html page that displays a graphic of a map (just a graphic, doesn't need any zoom or other functionality), with map markers that show tooltips when you hover or click on them. I've successfully done this online with Mapbox, but this version needs to be offline only.

My css skills are rudimentary and my js skills are non-existent. Does anyone have any suggestions as to how I could do this easily?

Can't you download everything that's needed, including the used graphic or map image? I know nothing of Mapbox.
