i have this site im building http://shelbyscardsandcomics.50webs.com/index.html and on the left navigation bar is a News and Events column. Currently i have to manually go through every pages HTML code and change it when new events happen. Is there some kind of code i can use so i only have to edit one file to get the News and Events to change on every page?

Yes. That's easy to do with SSI (Server Side Includes) or for example PHP. I don't know if you can use any of that on 50webs. If not, you can use some form of preprocessing on your own machine. In worst case an advanced text editor with good enough Find & Replace will do.
