I was wondering if i could get some advice. I have always built a website using tables. But was told recently that it isn't the best way to do that. What is the best way other than CSS? Or do you know any good resourcs?

Yes. As is written in the HTML 4.01 spec: "Tables should not be used purely as a means to layout document content as this may present problems when rendering to non-visual media. Additionally, when used with graphics, these tables may force users to scroll horizontally to view a table designed on a system with a larger display. To minimize these problems, authors should use style sheets to control layout rather than tables."

how do you make layouts? Like with HTML? I really need help because I am making a layout page of my own and I cant frigure it out??

For most people, this is going about it backwards. Start with the content, and then figure out how you want to style it. See also Hints for Web Authors.

right on. design and layout is subject to content. best way is to prepare your content architecture and layout will be much easier.
