HTMLHelp Forums _ Databases _ What is databasing?

Im going to school for Interactive Media Design and we havent learned databasing yet and I honestly dont know what it is. I've learned HTML, CSS, and Actionscripting so far and I need references from you guys to information or preferebly tutorials on how to set up a FREE site that can accept written emails like in a forum but just to be sent to a single email account (the adminstrators). My Story Writing teacher wants me to make up my grades by making him a website that can recieve email submissions and have accounts. a site that can recieve emails weekly of students stories.

I know he wants it to be free too. He is currently using nicenet.com and he says it sucks so..I need it to be free. Arent .org's free?
