What is the average pay for a novice HTML/CSS programmer. I have been successfully working for a company for 3 month in html/CSS (mostly just doing updates for multiple website ). I'm about to become a full employee. I was wondering if $15 dollars an hour is fair.

Impossible to say, since it depends on the country/region, company, the employees coding skills and negotiation skills. I'd check with other local professionals, work unions, etc.

I work in San Diego. There is only 8 people in the company. I am a computer science major in college, but html/css is pretty new to me. I know more java and c++. Does this help answer my question?
