I seriously didnt think this was ever necessary

Anyway, the above kind of complaint might apply to slow loading third-party resources*. It should not apply to files hosted on your own server. Perhaps the server responded slowly when the site was checked, but even then it seems like a flaw in the site checker to confuse a slow server with bloated third-party resources. I wouldn't care the slightest about Google's opinions in this matter.

*Google only wants you to use Google's own slow loading third-party resources.

What is "render-blocking JavaScript and CSS" and who/what are you quoting?

I have removed all 3rd party software/scripts etc. completely from my homepage, even my twitter, g+, linkedin & facebook have been replaced by linked images.

This time gogle is telling me my stylesheet is render blocking and not in-line bits. even though i have a pagespeed of 96 and a load time of 0.6sec.

Optimization is required for site speed. Google gtmetrix that will give you minified version of your style sheet. also its helpful in enhancing site speed.
