I am trying to find a way to update my navigation list menus without using frames.

I have a list of navigation links that go throughout my site. Pages are being added updated all the time. Right now, I need to manually cut and paste the updated nav menu on to each page. There has to be a better way, but I've been unable to find any web pages that address this.

As an example, please see http://www.subways.net/china/index.htm which is a series of pages about subways in China. Every time a new metro is announced or opened, which they are rapidly doing, I have to change my nav menus; not just on this page but on all the sub-pages.

Any suggestions on how I might have one menu which is "called" by a group of web pages so I only need to edit the menu once?

Note that you can use PHP as well and probably other languages. You aren't limited to SSI.
