 simple html code for a popup image when page loads w/ delay |

i'm very new to HTML and webdesign i am just looking for a simple html code that will open a popup with an image for an offer with maybe a 2-3 second delay when someone visits my site. i have looked around the web and tried using some of the codes i found but they did not do anything. i am using webplus x8 at the moment and those forums are no help. if someone could provide me with a simple code that i may put the offer image in that would be sincerely appreciated! thank you and have a wonderful day!

HTML won't be able to do it. To create the delay, you'll need JavaScript.
And many popup blockers will prevent the delayed window from opening. |

It doesn't have to be a popup window, it can also be in an over layer, such as lightbox and its alternatives. Those already use jQuery, a javascript library, and maybe have options for a delay, or that might be added.
