On a
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
site I have an identical header across all pages.

I know frames are 'not done' anymore.
How can I have the same header on every page that I only have to maintain in one place?
Are iframes 'done' nowadays?

Use a server include mechanism -- "SSI", for server side includes, or PHP, or anything else.
