Programmer/webmaster needed for Website Building Options

Hi Everyone!.

I am a blog/web designer, looking for a 50/50 partnership with someone who is willing to take on the technical part of building a website (domain name, hosting, files upload, etc). I myself, am only interested in creating web design, but uploading forms and information is far from my desired job. In other words, I only work on the face of the site, and would like someone else to manage the body for me.
