Blinking content is very distracting, but otherwise it doesn't look too bad. It seems to adapt well to different viewport sizes, but I didn't check with a smartphone.

It's hard to comment on the semantic HTML element since I can't understand the text content, but from a quick glance there seems to be a lot of DIV and H5 elements.
I don't read Chinese at all, but the characters have good size and color contrast.
Yes, but I've only tested with javascript disabled.

Also, if you can help, please review the Map Search feature as well. The Hong Kong School Map features developed by Google Map api. Please have a look and see if it is useful or not.

besides, we just created school details page. It's table format instead of article format. Would you guys please comments also?
