What kind of images? Do you want to edit photos or create web graphics (icons and so on).
In either case, there is no "best" program for anything. The best for me is the tool I can work most intuitively with and produces the best result I'm capable of with. For you that may be a very different program depending on skill level, way of thinking and preferences. |

I've been using Gimp for years. It's free and it does everything I need, both with photos and with clip-art for flyers and such.
But I have no idea what the Best Image Editor Tools would be. |
