add a dynamic scroll bar Options

The scenario is as follows:

An outer div element(say size 100px) contains three div elements (each of size 25px). All three are placed in-line in the outer div element. There is a button, on the click of which, the following should happen:

1. a scroll bar should apper, such that only 2 rightmost div elements are visible and third one is visible, when i scroll towards the left.
2. a new div element should apperar to the rightmost of the outer div elements.


I cant figure out how to achieve this, any pointers would be really helpfull.
