PageMaker is a prepress layout program, hardly suitable to make web pages. Photoshop can be used to make a sketch of a layout, suitable to create slices of images, but hardly to make an entire web page out of images.

You'll need to http://htmlhelp.com/faq/html/docs.html#about-html first and then upload the HTML pages and used images to your web space with an FTP program, using the access codes you got by your provider..

But if you really only want one (1) static page, it is vastly more economical to make a sketch using whatever you like, and find someone to make it into a web page for you.

What's 25mb? Do you mean 25 MBytes? All for one static page? Gosh.
