Simple Help but needed, Html NOOB needs help with background and table transparency |

I'm trying to make the background image show through the tables and the background color. I put transparent in the slots for background color but nothing happend. It's frustrating me and I want to know what I need to do to make it right so somebody help!

I'm a bit confused, if you like I can give you two codes, which you will have to place your image in both. One to show over the background and one to show over the tables. Also if you like, give me the attributes you want. I.e. fixed scrolling, where the image would be place (from margin, x:y, top - left - center - right etc.).
