Opera highlights Submit button Options

With the above code, Opera 9 automatically highlights the first submit button whenever you focus (or click?) the checkbox or textfield. Probably this is meant as a feature, but with multiple submit buttons it's just confusing to single out the first one. Can (or should) this behavior be suppressed somehow?
