I am the person who works on the website Coast-to-Coast Advertising. As you can see, I can make a basic, decent, website. This isn't very acceptable for a business website.

I need some advice. Should I buy a CSS and a HTML book? What do you think would look good as a layout?

All the necessary resources and information is available on the web, but design skills and technical skills aren't exactly the same thing. Many places can teach you how to build a page how you want it to look, but learning how to design something good looking is quite a bit harder. I think you'd need to look at other sites and see what you like and use that to direct your design. The CSS Zen Garden might be a good place to find inspiration. Looking at other business sites, especially successful ones, is another good way to go.
