Okay, so I just started doing html realated stuff because I wanted to submit a tutorial for this site: http://psd.tutsplus.com/about/write-a-tutorial/ but I had to make them a html document version of my tutorial following their template and send it to them. I then started using my neighbors dreamweaver 8 and typed out my document, added my images, and sent it to them. They approved my tutorial but they wanted me to insert the images into the html document, which kind of confused me because I saw everything fine on my computer. I then opened up the document on my other laptop and there were no images. I checked the properties of the images on my computer and realized they were my-computer-only directories so no other computer could see the images, but the text was fine. Is there some "publishing" I have to do for them to show up? I thought it was something to do with connecting to a ftp server, but I need it to stay a document so they'll be able to edit? I'm really not sure, hopefully one of you could answer my question. Thank you in advanced!

I would expect the tutorial site to host both your HTML tutorial and the images it uses. Do you know where they are going to host the images? If they host the images in the same location as the HTML, then it could be as simple as changing all the img elements to use URLs like href="imagename.png" rather than pointing to a file on your system.
