I tried out my html skills by trying to publish my index page but instead of it popping the content when I tried to
view it with my browser it popped the html codes.Could somebody tell me what the problem is.

It looks like the software you're using has generated an HTML document that displays the HTML source that you typed. Many apps have separate preview and source modes. In preview mode, whatever you type (including HTML source) is displayed "as is". In source mode, you can actually edit the HTML source.

Well, are you on a Mac? Because we have had several Mac users with your problem. They had saved the document the wrong way.
