I am new to this and the librarys are not open yet. So my question is, if I have a web page and I want to go toa second page of mine what is that page called ? Is it considered linking to an add on or a redirection. Also where would this second page be registered.

What? A redirection is if an address leads you to a different different address. An add-on has no particular meaning that I know of on the web. A webpage that is linked to by another page is still just another webpage. In fact, if there weren't links in the pages, they wouldn't really be webpages.

Registering webpages? What do you mean?

I think some of the FAQ entries, particularly those on web publishing, might be of help to you.
