There are many free forum creation tools or softwares. Which is the best in your opinion and which is most famous.

I am not so sure. I only used phpbb and that's in 2008! Recently hearing good stuffs for vanilla forums. You can check their official site for more information.

I used simplemachines forum years ago and thought it was ok, was easy to style with the CSS and everything. But it wasn't as good with blocking spam.

I've used http://helprace.com. It's a brand-centric forum that's aimed at customer support. However it can be used as a regular forum (don't know anyone who has used it as one, though).

phpBB is a good choice. Free and open source forum bulletin board software.
