The CSS file is at http://www.cs.iupui.edu/~mjsmith/css/home.css.

Besides, you use a HTML 4.01 Transitional DOCTYPE on a frameset page.
Your CSS is loaded four times, for each page that loads in the same window.
And you mix XHTML with HTML (eg <br />).

As you asked in your thread different layout, I think you're better off to use a CSS layout.
