I need the user to have the ability to register and, when they come back to the site, to log in as themselves.

Registration and username/password systems are usually part of something else, like a forum, or a blog comment system, or a photo gallery.

Why will users register and login on your site? Will it give them access to something? If so, then the registration and username/password system should be built into that something.

I can build a registration form into a members-only area, but will the user be able to come back and log in with their user name and password?

How is the content of the member-only area generated? Is it just HTML files, or is it a forum or some other software system.

Only html files, unfortunately you will only be able to have the interface in html.
You will need to use a server side script like php or asp to be able to provide some form of security.
